The Planet Zeon is a planet whose native species consist of Humans and Eternals known as Brotherhood Monks. The surface is only clouded which the population can walk upon. Many centuries ago the Brotherhood settled humans here with the help of the Time Lords from Gallifrey.

SETTLEMENT
With the help of close allies the Time Lords, Brotherhood Monks settled Humans on the cloud layer of Zeon in which they were hiding Omega's Hand.

TIME WAR
During the Time War, it was imperative that the Hand stayed protected and hidden. The current Governor at the time was not pleased with the invasion of Daleks Rassilons war brought to Zeon.

NEW GOVERNOR
A mysterious man, only known as Nomine, settled himself in the care of the brotherhood. Ultimately this lead to him becoming Governor of Zeon.

OMEGA'S INVASION
After centuries of guarding Omegas Hand, the Brotherhood fell at the might of the man himself. The Doctor was able to defeat Omega but his hand was lost.
